So I accidentally blew up a gas tank, got a notification saying 'Homocide Committed', and a civilian pulled out a gun and started shooting me

Yes, some civilians are armed with weapons and may shoot back when Aiden shoots at pedestrians. Most who shoot back are criminals themselves from those little minigames involving saving a civilian from a criminal attack, but some random peds do shoot back too.
