I'm sure that this could possibly be a result of the randomization in the game, unless if they focused on creating a single NPC in the whole city to have these characteristics. Is the Talos vehicle really a reference to Elder Scrolls? Couldn't it be named after Talos from Greek mythology? Is there any proof that it's a reference to Elder Scrolls? Fireball[]
I replayed Bad Blood and noticed that there were cartoon depictions of T-Bone through out the basement. Near the Old Pal traps, there are depictions of T-Bone shooting flaming fish skeletons from his hands.
