TOAN Attack Site is a location in Watch Dogs: Legion.
Background[]
Built next to the Blackfriars railway station, the Technology of All Nations global conference or TOAN for short, was the brainchild of Skye Larsen, intended to be a world's fair focused on high technologies. The initiative was backed by the United Kingdom government, hoping to regain its international standing as a global center of finance and technological development, in response to a rapidly imploding economy, the housing crisis, and skyrocketing inequality following the finalization of Brexit in 2016. Ridiculed by the press as "TOAN Deaf" due to its opulence and focus on the ultra-wealthy, the conference never got off the ground: On the first day, a terrorist bombing attack destroyed the building, killing dozens and damaging the Blackfriars Bridge. Together with the other attacks on the Houses of Parliament, the bombing resulted in the imposition of martial law on London by Albion and de facto armed occupation of UK's once glorious capital. Although no group took credit for the bombings, the blame was pinned on DedSec, leading to a widespread crackdown on the hacktivist group, turning it into a resistance movement. Any doubts about the official statement and version of events were quickly shut down within Albion, as the scapegoating provided a convenient excuse for eliminating virtually anyone who resisted.[1] To the public, the DedSec name was tarnished and many simply accepted the official version of events.[2]
Albion was keen to bury the truth hard and fast, as it was complicit in the bombings together with Clan Kelley, which provided the explosives used to carry it out.[3] As excavation of the rubble continued, bodies continued to turn up; convenient for Albion, which used the ruins as a way to quietly dispose of vocal critics, whose bodies would be removed from the bombing site as victims of the original bombing. An "excellent opportunity".[4] Cass' co-conspirators at SIRS have also never really investigated the attacks, as blaming DedSec granted the intelligence service incredible influence in the government.
Layout[]
The attack site is a large, semi-open area; the Blackfriars station to the west is closed up and shut down, due to a part of the railway bridge collapsing into the Thames in the wake of the bombing. The eastern side, the conference building, has been blown open and is a combination of ruins and temporary buildings set up for excavation and recovery.
The location is a pivotal element of Digging Up the Past, where the newly refounded DedSec uncovers evidence tying the conspirators to the bombing.
Collectibles are scattered across the site, with the audio file in the yellow tent in the western extreme of the area, on top of the crates in the middle of the "locker room", while the text file is inside the yellow tent within the bombed out conference building itself.

Watch Dogs: Legion Resistance Report: "Brainchild of futurist wunderkind Skye Larsen, the "Technology of All Nations" global conference, also known as TOAN, was touted as a new world's fair for technology. Larsen was supposed to give the keynote address, entitled "Super Intelligent Al Problem Solving." Hoping to demonstrate London's continued relevance, the UK spent millions to bring financial and techno-elites from all over the world. The press aptly nicknamed the conference "TOAN Deaf," lampooning the conference's over-the-top and out-of-touch marketing efforts. Supposedly a venue to discuss innovative new solutions to the pressing issues of the day-the housing crisis, the wealth gap, and the collapsing economy for starters-the conference seemed destined to devolve into a chance for the super-rich to mingle and network.
Then tragedy struck. On the first full day of the TOAN conference, a bomb went off, destroying the building and part of Blackfriar's bridge. The devastating attack killed dozens, though keynote speaker Skye Larsen survived-she was delivering her speech via hologram. Though no one took credit for the bombing, the media put the blame on "foreign terrorists," which helped stoke anti-immigrant sentiment in the city.
The same night featured a simultaneous bombing attack attempted against Parliament. Albion, personally led by their CEO Nigel Cass on-site, thwarted the attempt and the alleged bomber was killed in the altercation. Albion's star was immediately on the rise. Claiming that they needed better access to the city to prevent further at tacks, Albion was quickly granted unfettered control of the streets. and set up dozens of new checkpoints throughout London."
