The Perry Harris Group Redevelopment Project is a run-down construction site in Westminster, operated by a Clan-Kelley affiliated construction company, Sunflower Construction. The site appears to have been abandoned, due to the large amount of graffiti and a sizable presence of Kelley thugs, who use the place as a dumping ground for corpses, who are then unceremoniously burned on site (smoke and smell nonwithstanding).[1] The last CEO of the construction company suffered an "accident" by order of Mary Kelley, leading to a sudden promotion for his friend.[2]
Layout[]
The open construction pit has entrance gates at the northern and southern sides, with another side gate on the south side. The stacked trailers contain the offices, as well as the ETO safe. A scaffolding on the western side contain a mask case (climb or use a delivery drone to collect), while the pit contains the tech points at the very bottom.

P.H. Redevelopment #1
Surveillance Records 23:58 – two known Kelley associates complete a perimeter of the construction site. They make hand gestures to each other and part ways. 00:11 – a white van approaches the site. Business logo on side belongs to Kelley-owned business. 00:12 – Same two associates exit the van, along with two women also associated with Clan Kelley. They remove a body-sized object wrapped in tarp. 00:14 – Four targets carry the object down to the construction site. View obstructed. 00:59 – Four targets emerge from the site without the object. Strange smoke billows from deep in the site. 01:03 – Four targets depart the scene in their white van. Acrid smell is detected from the continuing smoke from the site.
