The European Processing Centre (EPC), formerly The Oval[1] or Elek Grounds[2] is a location in Watch Dogs: Legion, in the Lambeth borough of London.
Summary[]
The euphemistically named EPC is a concentration camp[3] for anyone considered undesirable by the post-Brexit British government, Albion, SIRS, or Clan Kelley. Established at at the Elek Grounds[2] cricket stadium in Lambeth,[4] the grounds were fortified by separating the viewing stands and building's infrastructure with barbed wire and reinforced barriers, with prefabricated containers used as "temporary" housing for the inmates.[5]
While theoretically the victims of EPC should be deported, foreign countries routinely refuse deportations[6] and the entire system has been backed up due to the sheer amount of people captured and lined up for deportation.[7] The situation is so bad that some inmates are petitioning for an expedited deportation, rather than languish in the system.[8]
This is by design: After wresting control from the NHS, Carcani Medical set up a clinic within the EPC to profiteer off the inmates,[9][10] with Clan Kelley piggybacking off the operation using bribed medical specialists to identify organ donors. Once identified, they are implanted with a killswitch, disappeared from the system, and sent to be harvested and incinerated.[11][12]
Even if someone avoids this fate, they have to put up with horrific living conditions, next to no replacement clothes, and constant abuse by guards (officially, violence is frowned upon, but in reality, it's encouraged against "dangerous foreigners")[13] and violence from the more desperate or unstable deportees - up to and including murder, cannibalism, and sexual violence, routinely ignored by Albion.[14][15]
The reports of the situation inside were so bad that the Canadian Embassy in London launched Operation: Watchful Arrow (classified Enhanced Top Secret) using three of its intelligence agents operating under diplomatic and non-official covers to investigate the extreme conditions at the former Elek Grounds. While the relationship with the UK limited covert influence opportunities, the operatives considered a strategic leak to put pressure on the UN. However, due to 2030 being an election year, the team was informed that any action was untenable, in an act described as "rank cowardice" by supervising agent Kerwin.[2]
Layout[]
The EPC is inside an open-air cricket stadium, with one main point of access: The main door, with a pair of Albion security scanners outside leading to a security area. Albion uniformed access makes entering easy, especially since once through the main doors, the interior is largely considered general access. Through the processing corridor lies the camp itself (with a cargo drone, operatives can also simply fly inside and land).
At the end of the processing corridor a relic is visible through the window, but to access it, you need to open the clinic (a straightforward connection puzzle and a mandatory stop while completing Lost in the Process), and send a spiderbot down the vent in the back, near the soiled beds.
In the center of the semi-circular camp you can find a bar with darts and the opportunity to drink, while one of the masks is up top, on a watchtower. The various alleyways are largely dead ends, terminating in chainlink fences and barbed wires, with a few gaps to allow access to the stands, where Albion's command center is located. This is the second security area, and this time covers the entire stands sector (though there are plenty of obstacles to break up line of sight).
Down the stairs is another entryway into the camp from the stands, together with a text file and a reminder of what awaits those who resist - a trip to the back and a savage beatdown until the walls drip with blood.

| Listen mate, You’re new here so let me give you some advice. This is not general population. These are dangerous foreigners. The normal rules don’t apply here. Always be aggressive. Always maintain control. Threat of violence is a common tool. Actual violence is frowned upon officially, but encouraged unofficially. Anyone who steps out of line gets battered. That’s the end of it. It’s important not to be squeamish. If these fuckers get wind you’re soft, that’s the end of you. Don’t worry about the uppers. They like things kept in line even more than we do. If you get into at tussle, you were attacked. That is all you need to say. At the end of the day, we are here to keep everyone in their cages or moving obediently between them. If you cannot keep them in line you will find yourself out of a fucking job. Get me? |

The body was discovered inside a dumpster. Nature of incident: Deceased person Incident details: A woman of approximately 50 years of age was discovered deceased and in a state of partial undress. She had sustained multiple stab wounds. What motivated the incident? Unknown Was a report of the incident issued to the police? Unknown Has anyone been arrested so far in relation to the incident? No Further Comments: No weapon was found at the scene. The victim had significant portions of their body cut away and was not found within the confines of the scene. Large portions of her thighs, calves, arms had been lacerated and removed from the scene. I certify that the above information is true and correct. | Dear Sir, I came to England to begin again and to bring my family to a new land where there are more opportunities for a good life than my homeland. It is the greatest disappointment of my life that this has not been the case, but I harbour no animus. I was recently detained by authorities and sent to detention here. I am scheduled for deportation at an undetermined time. I am writing to request that my deportation be hastened. You see, my family, who remain in Rook Island, have gone missing and I fear they are in danger. I must return to Rook Island immediately to find my family. - The EPC is based on The Oval a cricket stadium in Lambeth, and was implemented by Julien Payen, the senior level artist. He considered it his most challenging work yet, due to technical constraints and distances involved, as the location was worked on in Paris, while mission designed was handled by Montreal.
