It is earned after completing a Sailboat Race for the first time.
Ways to Obtain[]
First the sailboat races need to be unlocked, which is done by travelling to the sailboat shop in Marin. The Ocean Breezeway yacht is the cheapest option at $21,600.
Then walk west from the kiosk and interact with the blue feather flags in front of the club staircase.
