The player has turned City of Westminster Defiant
Defiance is a statistic and gameplay mechanic in Watch Dogs: Legion.
Summary[]
Defiance is the level of liberation each borough of London possesses. It is represented by a meter and can be increased by completeing objectives in each borough, such as freeing a freedom fighter, photographing or collecting evidence, neutralizing VIPs, or sabotaging. Once the meter has reached its max level, a special uprising mission will unlock. After completing this mission, the borough will be officially liberated and all of the Tech Points in the borough will be revealed, and the player will unlock a new operative.
Operatives[]
When a borough is liberated, it will unlock a new operative:
- City of Westminster will add a Spy to the player's team once it has been turned defiant.
- Camden will add a Hacker to the player's team once it has been turned defiant.
- Nine Elms will add a Professional Hitman to the player's team once it has been turned defiant.
- Lambeth will add a Drone Expert to the player's team once it has been turned defiant.
- Southwark will add an Anarchist to the player's team once it has been turned defiant.
- City of London will add a Beekeeper to the player's team once it has been turned defiant.
- Islington & Hackney will add a Football Hooligan to the player's team once it has been turned defiant.
- Tower Hamlets will add a Getaway Driver to the player's team once it has been turned defiant.

Each borough contains a special uprising mission.
- City of Westminster's mission is Like Clockwork.
- Camden's mission is Clarion Call.
- Nine Elms's mission is The Black Hole of Battersea.
- Lambeth's mission is Wheels in Motion.
- Southwark's mission is Information Overload.
- City of London's mission is Mind Games.
- Islington & Hackney's mission is Fight or Flight Plan.
- Tower Hamlets' mission is Driven to Distraction.
