Cover Story is a side mission in Watch Dogs: Legion, being the first out of three Guardian Protocol missions. It is only playable by purchasing the game's season pass, and hacking a tablet in the Safehouse will unlock this mission.

Plot[]

Safehouse[]

At DedSec's Safehouse Bagley comes across an email showing that a journalist’s source has gone missing, with Albion possibly being involved. The email also shows that the journalist also may have video evidence of the source’s disappearance, so Bagley instructs the operative to travel to FoodTown and hack the journalist’s phone to obtain the evidence of Albion’s involvement.

FoodTown[]

At FoodTown, after hacking the journalist’s phone, Bagley plays a video found on his phone. It shows a glitchy video of a whistleblower claiming that he couldn’t meet where ‘they’ (presumably him and the journalist) planned due to it being unsafe. He also states that the ‘Guardian Protocol’ is now active, shortly before he is attacked by a masked assailant and the video cuts out. Bagley explains that the Guardian Protocol is a program by Albion allowing wealthy individuals to purchase security drones to keep themselves safe. The operative then proceeds to Helmsmans Tracks, which is identified by Bagley as being where the video was taken.

Helmsmans Tracks[]

At the location, Bagley requests the operative collects data from two CTOS relays to recreate the attack on the whistleblower in AR. The reconstruction shows the man being brutally attacked and killed by the masked man. However, the victim’s body is nowhere to be seen, with the only remaining piece of evidence being the victim’s blood on the ground. The operative states that the attack shows that the Guardian Protocol is more serious than they previously believed. Bagley identifies the attacker as being Sean Holland, and sends the operative his address.

RE: Journalist problem
Whatever you do, don't touch him. This bullshit about us silencing his 'missing source' is nothing but a tempest in a teapot. It'll blow over. But NOT if he disappears. Eliminating him would only bring more attention to the situation.

But a stern talking-to? That might serve. Maybe visit FoodTown and lean on him some. See if that will convince him to stop incriminating Albion in his conspiracy theories. And if you lay hands on that video recording he says he has, that would help.
