The Civil Aviation Traffic Office (CATO) is a location in Watch Dogs: Legion.
Background[]
The Civil Aviation Traffic Office is an aviation authority building located in Southwark, responsible for monitoring and controlling London's drone traffic which increases constantly. The high stress job occasionally leads to collisions and accidents, which are typically hushed-up.[1]
Layout[]
The CATO is accessible on the western face through a locked gate that can be opened by interacting with the closed circuit terminal just behind it. There's also a climbable alcove right next to the gate, which allows access to the walkway encircling the central courtyard and direct access to the office with the CC terminal unlocking the gates to the top level and an ETO safe. On the top level is a ctOS hub that can be hacked (mind the turret and Albion troopers) to increase Southwark defiance: Hacking it grants access to a drone-controlled plane carrying whistleblowers to a reeducation facility on Seychelles on Albion mandate.
Other collectibles include a tech point bundle on the roof of the module by the hub, a relic (Radio Londres microphone) on the roof across the courtyard from the ctOS hub, and an audio recording on the ground level, located on the crates in the southern corner of the courtyard.
A MatarHorn Arbiter may spawn in one of the parking spaces.

CATO[]
The CATO is supposed to monitor and control London's ever- increasing drone traffic, but accidents do still happen.

Voice: What the hell is going on over there? You are supposed to contain such fuck-ups! How can we have a drone collision in the middle of the City? You know a person died, right? Hit by flying debris! How can we have press there, prior to any clean-up team? Now we got a bloody scandal! Not only shouldn't any such event ever happen, but even if it did, it must be contained! I have to send one of my teams, now, to clean the area, silence the press and be on the look-out for over-talkative witnesses. All this effort is avoidable!!! That's why CATO exists! l don't want anything like this to happen. Ever. That's if you value your job (and your freedom, for all it matters). |
Relics[]
One of the four parts required to complete the Radio Londres Microphone relic is located here.
