The City of Westminster is one of eight boroughs in London. It is featured in Watch Dogs: Legion.

The City of Westminster is quite large, stretching from the Nine Elms-City of Westminster tunnel all the way up to the border of the City of London at the TOAN Attack Site. Several governmental facilities are located in this borough, Which are: SIRS HQ, near the South-Western border of the borough and home to SIRS, The Palace of Westminster, located in the middle of the borough, and Downing Street, Located immediately south of Horse Guards Parade. The borough is home to many iconic landmarks such as Piccadilly Circus, Regent Street, Covent Gardens Piazza, Oxford Circus and Leicester Square, to name a few.

"Westminster is the symbolic seat of British power and bureaucracy. As such, securing the area has been a keeping-up-appearances priority for SIRS. Albion checkpoints and patrols clog the streets, and surveillance here is pervasive. Political protests are still common around hotspots like Parliament, 10 Downing Street, and Trafalgar Square. Everyday residents here, however, were subjected to some of the earliest and most draconian crackdowns in the wake of the TOAN bombing, and the resulting expansion of powers given to SIRS as a result of that crisis. Many people of Westminster have learned a grim lesson: keep your eyes down and your mouth shut, lest you become the next target of unwanted attention from the authorities."
