Factions are groups of NPCs in the Watch Dogs series, which range from law enforcement agencies, to gangs, to private military companies.

In Watch Dogs 2, factions have been greatly improved on, and different factions will even fight against each other at random.
- All legal factions will fight on the same side against another faction or the player (example: Umeni and SFPD against Marcus)
- Any illegal faction will fight any other illegal or legal faction.
- Sometimes when using the Police Hack on an illegal faction member they will be apprehended by the police without resisting, sometimes they will attack the police resulting in a shootout.
- If any faction engages the player in combat there will be a message saying "[Faction] has engaged the player in combat"
- If a faction engages another faction in combat there will be a message saying "[Faction] is in conflict with [Faction]"
- Certain members of factions can call for reinforcements, if the call completes a Vehicle containing two passengers (Type of enemy depends on Heat Level).
- If a quadcopter or jumper is spotted in a restricted area, they will become very hostile and throw a rock at it or try to hit or kick it. If that fails, they will shoot it instead.
- If the player hacks a faction too many times, they will request a CTOS shutdown/reboot for a limited amount of time and will search the area.
- Some factions are enemies and will attack each other on sight regardless.
- If the player points a camera at a faction member, some will pose happily for a photo, but mostly they will chastise the player for it. If the player continues to point the camera at them, they will eventually lose their temper and shove the player. Faction members posing for a photo in front of everyone will get insulted by the other faction members, resulting in them arguing and punching each other until they die.
- If an illegal faction member or Umeni-Zulu member is arrested and placed into a police car, at this point, they are weakened and are now treated as civilans, if the player shoots at them, they will be frightened and flee, the same way a regular civilan would. If the player insults or mocks them, they will respond back with anger like a normal civilian would. If the player greets, dances, or cheers, they will react happily like a normal civilian.
- If the player approaches a restricted area, they will warn the player twice to leave. If the player is warned twice, they will shove the player; at this point, if the player is warned only once, they will punch the player or whack the player with their weapon. Legal faction members will tase the player instead of punching the player. If a faction member enters a restricted area and is spotted by another faction, they will be treated the same as Marcus, but instead of being detained, they will be punched or whacked to death by their weapon.
- Sometimes, if the player is in combat with an illegal faction, and the player kills one of their members, some members will go into a frightened state and run away, though if they're cornered, they will return back to their neutral state and continue shooting at the player.
- Affiliated civilians (civilians who thrive in a restricted area owned by a faction) can become a huge pain for players that try to be stealthy. Affiliated civilians will ask the player twice to get out of the area if they spot the player in it. If the player is warned twice, they will call for help, drawing armed faction members to the player's location. If the player pointsa gun at an affiliated civilian, the whole faction will instantly be alerted and will search the area.

- In Watch Dogs 2, most factions can temporarily shut down the CTOS if the player is hacking them, exceptâweirdlyâthe hacker group Prime Eight.
- In Watch Dogs 2, a glitch happens if an illegal faction member or Umeni-Zulu member is arrested and detained in a police car, their character coding will change from faction member to civilan the minute they are detained, from now on, they will do the same things civilans normally do. However, sometimes their character coding will change back into faction member and they will be equipped with a P-mm pistol, even if it is an enforcer.
- Tezcas, 580s and Auntie Shu Boys are rivals and will attack each other on sight.
- If an illegal faction member enters a restricted area of another faction and get spotted, they will freeze, but instead of detaining them, they will kill them by whacking or punching them.
- the player can start fights between faction members in a small restricted area by pointing a camera at one of them, sometimes they'll pose and if they do it in front of the other faction members, they will end up being insulted. This will now result in a fight between both of them. This can also happen between a faction member and an affiliated civilan.
