Not much is known about Broca Tech's HQ before the events of Watch Dogs: Legion, but at some point before the events of the game, Skye Larsen built her company HQ directly diagonal from Westminster Abbey.
The facility housed the Deep Labs, a network of labs built far underground, beneath the building. It was also home to the Quantum Core, which housed Bagley's servers.
Location[]
Broca Tech's HQ is located directly opposite Westminster Abbey, and it is diagonal from the Safehouse. Broca Tech HQ is one of the first locations that the player will see whenever a new game is played. The location is restricted to Albion, which means everyone else is not allowed to enter.

It is a strange experience sitting across from somebody who isn't really there.
After multiple questions and response tests, I am assured that I am not speaking to a recording, but to the living, breathing hologram of Skye Larsen.
Like other journalists before me, l ask why Larsen only makes appearances via hologram, and like other journalists before me, I do not get an answer. What I do get is a fascinating insight into one of the most mysterious billionaires in the world
"My father used to say he wanted a statue dedicated to him Something that, whenever someone saw it, they would remember him and his actions," Larsen muses. "I want the world to be my statue. That's my ambition."
And what did her father do for a living? "He was a lawyer. And not a very good one," she says with a playful laugh.
