His computer must be hacked in the aforementioned mission.
He can be found in the VIP lounge of the May Stadium in Bottom of the Eighth, taking pictures of the officers arresting two Viceroys. He cannot be interacted with. His character model is random and does not match with his appearance in Open your World. His age is also random.
