The MatarHorn Arbiter is an armored law enforcement vehicle featured in Watch Dogs: Legion.
Design[]
The design seems to be taken from both current and concept military trucks with the front having a design slightly similar to the Oshkosh L-ATV and the overall design with the sharp angles seems to suggest that it is heavily inspired by the Force Protection Ocelot used by the British Military.
The Arbiter is owned and operated by Albion. It is essentially a futuristic version of the MRAP, albeit much bigger with a sharper body design.
Performance[]
The Arbiter is a large, rugged and extremely durable vehicle, and being a military truck, it can withstand multiple rounds of gunfire before catching fire. Interestingly, despite its military design, it is not bulletproof. Driving performance is top notch as the Arbiter is a relatively fast and is capable of easily ramming smaller cars off the road and even flipping them, as well as causing larger vehicles such as the TQ500 and Routerunner to flip on their sides. However, steering is extremely loose.
Locations[]
The Arbiter spawns at locations across London (such as at Nine Elms Docks and Downing Street) and at several Albion checkpoints. Albion uses these trucks to take prisoners to detainment facilities located around London. The truck is one of the most common Albion vehicles that the player will find as they will be at checkpoints and appropriately at most restricted sites under Albion control, such as the Palace of Westminster and the SIRS HQ.

- "Arbiter" is the definition for a person or organization that settles disputes and has ultimate authority in a matter, such as Albion asserting themselves in lieu of the UK Parliament and Prime Minister after the Zero Day bombings.
- The Arbiter is one of the only three lorries in the game, the other being the Hauler and the Node.
- Despite being manufactured by MatarHorn Trucks, the Arbiter displays a Brubeck Engines logo on its front grille.
- During the initial AR Reconstruction scene in The Whistleblower, the Arbiter that is used to kidnap Richard Malik appears to have rear passenger doors, suggesting that it was originally intended to have four doors as opposed to two.
- The Arbiter is the only Albion vehicle to not be seen openly driving around London.
- The Arbiter is the first law enforcement truck to appear in the Watch Dogs series.
