The way I like to say it is that Watch Dogs 1 is completely part of Watch Dogs 2, in the sense that we respect everything that happened before. Everything that Aiden Pearce did had an impact on the universe and we’re going to be referring to it. But obviously this is happening far away; ctOS and a lot of the factions are coming back, and who knows, maybe we’ll meet some people we know.
I don't know about you, but that tells me we will be seeing a familiar face or two. Whenever developers say these kinds of things, it's pretty much them saying "yeah we're totally going to, we're just gonna phrase our wording a certain way about it." So now I'm going to list off several characters, at random, off the top of my head, and list how likely I think they are to return, and why I think so. This is of course just my opinion and my conjecture, so feel free to tell me your thoughts on my list.
Aiden Pearce - Not very likely
I think the hero of the last game is very unlikely to return. Other than him being one of the biggest complaints about the original Watch Dogs, it was already established that he helped his family relocate to St. Louis and (ostensibly) still resides in Chicago. As far as I'm concerned, his story here is done. Then again, some people did like his character (myself included), and the end of Bad Blood did insinuate that T-Bone and Tobias would try to team up with Aiden to take down Blume. Who knows?
Jordi Chin - Moderately likely
He's the funniest character in Watch Dogs, so he'd be perfect for the more light-hearted vibe of Watch Dogs 2 if he was to return. They also stated that Jordi was "laying low for a while." It would then make sense that he might relocate far away from Chicago, to say...San Francisco? Where he'd fit in is beyond me, but if they could do it at all, I'd be down for it.
Raymond Kenney - A little likely
The godfather of ctOS, he would make a pretty interesting mentor to the DedSec cast we see in Watch Dogs 2. After all the action in Chicago, I could see him moving elsewhere to get away from all the craziness only to get further entrenched in computer shenanigans when a bunch of kids ask him about the bastardization of his brainchild. Also of note is how Aiden once said of T-Bone "He's sticking it to Blume in their own backyard." This makes it more plausible that Kenney would come to a place like Silicon Valley.
Tobias Frewer - A little likely
I haven't played Bad Blood, but from what I'm reading, it sounds like Tobias and T-Bone wanted to team up with Aiden to destroy Blume. This adds a little more plausibility to his return in Watch Dogs 2. This would make further sense as he was fairly paranoid as is, which would make sense for him to run away from Chicago.
Charlotte Gardner - Probably not likely
While she is a high level Blume employee, she was also chosen to be the interim mayor of Chicago. That might have changed in the events between Watch Dogs and Watch Dogs 2, but I dunno. If she did, though, that would make for an interesting recurring villain, like Revolver Ocelot in the Metal Gear franchise.
Defalt - Wouldn't surprise me
He was "killed" in the first Watch Dogs, either by player choice in the main game or by beating and completing the Bad Blood DLC pack. One theory about this is that he had a body double the first time. Assuming this is true, who's to say this wasn't the case for his "death" the second time? He probably did die once and for all in Bad Blood, but again, theory. Also once again, he'd make a really cool recurring villain, as the devs did say you'd be up against rival hackers in Watch Dogs 2, which is pretty much what Defalt was.
Bedbug - Not very likely
This guy effectively left the Black Viceroys when Aiden killed Iraq, so while I seriously doubt he was important enough to warrant a cameo or a return, it's still possible they could. If so, he'd be very reformed somehow. I could see him either being a much harder gangster than before, or some kind of anti-gang violence advocate...two staunch departures from who he was in Chicago. As for why he'd move out to San Fran: I dunno, but a change of life's pace following the dissolving of the Viceroys might entail such a move.
Yolanda Mendez - I would bet cold hard cash on this one
"I don't trust you! I'm going to call the police on you! I'm also going to profit off of a criminal psychology book I wrote about you even though I'm only a child psychologist and I only ever met you three times very briefly!" I kinda hate this woman, honestly. What she did to Aiden was really conniving. The book of hers she wrote, however, could be a pretty big inspiration to DedSec hackers, so some reference to either her, the book, and/or Aiden would totally make sense.
There's my list. If I didn't mention some other person, it's because they're dead, not important enough, and/or they seem more designed for Watch Dogs 1's story rather than a character suitable to be slipped into the rest of the franchise's lore.
